I am running Xubuntu 14.04 and the default Terminal Emulator (xfterm I think). The terminal itself is fine but I want to change the cursor to a blinking underline rather than a solid block. How do I do this? Can't see anything in the settings.

I think there's an option to do so using the GUI, though I've never needed to change my terminal, I did go through a period of using PCManFM before Thunar had tabs.
I think it's under Settings Manager → Preferred Applications → Utilities (or something like that).
Maybe also purging the others would provide a solution - but I've tried to remove default packages in the past and found they're dependencies of xubuntu-desktop (which, obviously, you don't want to remove).
If you run the command:
exo-preferred-applications
you will get a dialogue box that will allow you to configure your preferred Terminal application as default.

To manipulate the keyboard shortcuts for the now-preferred Terminal Emulator open the keyboard settings:
Applications --> Settings --> Keyboard --> Application Shortcuts
and either modify the existing shortcut or create a new one that uses this command:
exo-open --launch TerminalEmulator
You will then be prompted to type in your preferred key combination.

You can change the cursor shape in XFCE terminal by editing
${XDG_CONFIG_HOME:-$HOME/.config}/xfce4/terminal/terminalrc(expressed partly as shell parameter expansion), just find theMiscCursorShapevariable and change it fromTERMINAL_CURSOR_SHAPE_BLOCKtoTERMINAL_CURSOR_SHAPE_UNDERLINE. In order to have a blinking cursor (any shape you defined) you must haveMiscCursorBlinks=TRUEtoo.System-wide defaults can be found under some of the colon separated directories
