I used to be able to send windows to the left/right half of the screen with ctrl-windows-left and ctrl-windows-right in 12.04. Now the left/right shortcuts do not work, but ctrl-windows-up / down still work as they used to (maximise, minimise)
EDIT: couple of Ubuntu updates later and it appears to be working again without my having to change anything.
Are you actually using Numpad 0-9 in those keyboard shortcuts?

The row of numbers of above the QWERTY keys will not work.
In future releases of Ubuntu (like 12.04) you will be able to tile windows using Ctrl-Super-↑, Ctrl-Super-←, and Ctrl-Super-→.
Compiz setting manager was the right track. Look into the "grid" plugin, though; the commands put left and put right are what you are looking for.
