I am new at using Ubuntu so i just want to know a good PDF reader similar to Foxit Reader, and has a read out loud feature.

Like this, there should be some other good PDF readers that will allow you to perform this task, but this is working for me and it is really lightweight.

qpdfview supports tabs and seems very good. I have it as the default pdf reader and so far found no problem.
Install it as follows,
sudo apt-add-repository ppa:b-eltzner/qpdfview
sudo apt-get update
sudo apt-get install qpdfview
