The background of the dock in my Ubuntu 18.04 was 80% transparent but when I upgraded to 19.04 it changed to fully opaque. I looked for answers on Ask Ubuntu but the solutions don't seem to work with this version. Is there anyway I can adjust transparency of the background?

The steps you followed are related to the original Dock in Ubuntu 18.04, but you are clearly using Dash-to-Panel GNOME extension which can be made transparent easily using another GNOME extension called Dynamic Panel Transparency.
To specify custom transparency values, all you need to do is:
Refresh the extension's page for the setting icon to appear. (top-right, next to the enable switch)
Access the extension's settings and go to Background tab.
Enable custom opacity and set your custom values.I think in 18.10 they have introduced "Yaru" some new themeing style.
by default this dock is themed by #1d1d1d color under /* Yaru Dock styling */
you need it to make it to none or any color you want.
to do so, run the below command in terminal.
sudo -H gedit /etc/alternatives/gdm3.css # change the gedit if you use any other editor.
go to line number 2212 background: #1d1d1d;
#dashtodockContainer.shrink.left #dash,
#dashtodockContainer.dashtodock.left #dash,
#dashtodockContainer.shrink.right #dash,

so that it looks like

In the same way go to line number 2150 & 2156 and change the value to none

Save the file & Close.
run these 3 commands in terminal
gsettings set org.gnome.shell.extensions.dash-to-dock customize-alphas true
gsettings set org.gnome.shell.extensions.dash-to-dock max-alpha 0.00000000001
gsettings set org.gnome.shell.extensions.dash-to-dock min-alpha 0.00000000001
Reboot to see the change.
Still there is a Black Color Border visible, you can change it by line number 1292 either none or any valid preferred color.

Adjusting the transparency of the dock

The setting is available, but not exposed to the user. You can see a range of system settings in a utility 'dconf', which you need to install first:
After installation, run dconf by searching "dconf". It has become a little bit more complicated than it used to be, because first, you need to enable changing your opacity. For this, navigate to

background-opacity. Click on the setting to change it to a value between 1 (full opacity) and 0 (no opacity). Thus, set to 0.2 for 80% transparency.--- Method 2: terminal
As a faster and safer way, you may also change that setting using a terminal command. First enable custom colors:
gsettings set org.gnome.shell.extensions.dash-to-dock transparency-mode 'FIXED'Then, to set transparency to 80%, issue the command
gsettings set org.gnome.shell.extensions.dash-to-dock background-opacity 0.2Change 0.0 to any number between 0 and 1.
To reset to the default setting:

For completeness sake, you could also install the Gnome Shell extension Dash-todock. That extension exposes all its settings. Ubuntu dock, which is based on that same extension, uses the same settings and will be affected by your changes. Remember to disable one of the two extensions, or you will be running two docs.
Adjusting the transparency of the top bar
For this, you can, as before, use the Gnome Shell extension Dynamic Panel Transparency. Using the extension's options, you can tweak the transparency and transition speed to match that of your doc.
