- Open VLC media player.
- Click the File Menu.
- Click Open File.
- Click Browse to Open the Movie.
- Check the "Use a subtitle file" Box.
- Click Browse to Open the Subtitle.
- Click "Advanced Settings"
- Move the Delay into the minus if the subtitles are too fast. Move it into the positive if the subtitles are too slow.
You can also just press H and G while the video is running to align the subtitles backward and forward in time; for the voice use J and K. The increments are in milliseconds, so it can be pretty easily fine tuned that way.
If you want to fix the subtitles 'for good', I recommend Subtitle Workshop; it's free.
Go to Tools -> Preferences -> Subtitles and OSD (or CRTL+P). There, you will find an option to change the subtitle size, among other configurations.

At least on VLC 2.1.6, you can set the shortcut under the
Tools->Hotkeysmenu (withSimpleShow settings). However, cumbersome enough, shifting the subtitle position doesn't come into effect until you restart VLC, which makes the shortcut rather useless, speeding up the trial-error process thought.I was looking to set overtitles because the video I was seeing had embedded subtitles and I noticed that you can set the offset to a high value (say 1000) and vlc will place the subtitles as high as possible.
EDIT: As reported by the OP, at least from VLC 2.2.1, the subtitle shift is instantaneous.
