I'm using always 2 Monitors and just installed Windows 8 and always need to scroll to my Application in the new Metro interface, because the Metro is only on my main screen (the other one shows the Desktop).
Can I make the metro (or Modern UI) interface span over both monitors?
I would first try to reset internet explorer settings. It's also very likely the option you had access to isn't 100% complete and there may not be a stable or easy to find way to revert.
Get to the standard control panel window, and find internet settings, get to the advanced screen, there is a reset to defaults button there.
Worst case: reinstall a fresh copy of the developer preview.
At current, Multi-monitor support for metro apps is iffy at best. Metro apps can only be open and drawn onto one monitor at a time, so your pinned app will move along with it just as you are experiencing.
This is a very vocal topic flying though the MSDN feature request lines so I would assume this is a feature to be added in the future once an acceptable solution is found.
Until then, My workaround is that I have set up one of my three monitors to be my "Metro screen" and that is the one which i manipulate metro applications.
I, for one, cant wait till i can put metro apps all over my screen real estate.

No. Metro is exclusively single-monitor (one of the worst things about it, IMO). This is most obvious if you launch an app on one monitor and then go to bring up the Start Screen on your other - it closes the app that was up on the first monitor!
The only way to do this would be with something like EyeFinity, where you trick the system into thinking your displays are one very large display - but that changes the behavior of other things in ways you might not like.
(Just be glad you only have two monitors - trying to hit the corners to bring up the charms bar is almost impossible when you have a two-by-two or larger array of monitors.)
