I know how to vertically align text with Word 2007. However, I would like to vertically align some text at the top and some text at the bottom, all on the same page. I tried doing this by adding a continuous section break (one that does not go to the next page), and having different vertical alignment settings on each side of the section break. However, the vertical alignment on the other side of the section break remains the same, i.e. aligned to the top. Does anyone know of another way to make this work?

The effect that Robert is noticing is the default behavior for inline graphics, although the cause he cites is backwards—it is actually the graphic that defaults to bottom alignment with the text, not the text with the graphic. So the solution involves adjusting the vertical positioning of the graphic.
Word treats inline graphics as a single character. You can change the vertical alignment of an inline graphic by treating it as you would any other single character whose vertical position you wanted to adjust. Follow these steps:
- Select the inline graphic by clicking on it once.
- Display the Font dialog box.
- NOTE: Normally you can do this with Ctrl+D, but when an image is selected this will duplicate instead. You can open the dialog by expanding the font ribbon box.
- Go to the Advanced Tab.
- Using the Position drop-down list, choose Lowered.
- Enter a value in the By box, to the right of the Position control, that represents the number of points by which you want to lower the graphic.
- Click OK.
You may need to play with the value entered in the By box (step 5) to get just the look you want. The value you use will depend on the size of the graphic whose position you are adjusting and the characteristics of the font used in the paragraph.
Just like in the old days of HTML, creating a table that has the size of the entire page with two rows will do the trick. You can anchor the table to the page. Inside each table cell, you can select horizontal and vertical alignment.
As an alternative, you can create one table cell, make sure the document text goes around or above & below it and anchor the table to the bottom of the page. Set the row height to fit. This way, you don't have the disadvantages of the table (eg different behavior of tab) in the regular body text.
Actually, I've seen official internal document templates of a company that used this trick to layout its text for project templates etc.

You're on the right track. Eliminate your Section Break and split your text into two paragraphs. Then in Page Layout settings select Justified for your vertical alignment. Anything in your top paragraph should orient to the top, anything in the second paragraph to the bottom. If you need new lines in these paragraphs, use a carriage return shift enter instead of just enter.
Note, this solution doesn't allow for very complex formatting on the page, so if you need a complex layout, you should consider options like Text Boxes or filling the between paragraph gap with "empty" paragraphs as placeholders.
