I am wondering if a tool exists that can tell me which service is causing services.exe to use all CPU time. Basically a Task Manager for services.exe.
Does anybody know of such a tool.

Perhaps even you are curious why your hard disk LED is sometimes flashing. Or why the CPU fan gets louder even if you're not doing anything.
The free software "What's my computer doing?" tells you why. It shows all programs (with details!), that are accessing your hard disk or using the CPU. Furthermore you have the option to close these programs or even uninstall them.
I looked at the picture again and see that the sdclt.exe is highlighted in green. This means the process is started. I look at many xperf traces which also show this symptoms.
The solution to reduce the CPU usage is to stop the ConfigNotification task in the Windows Task Scheduler:
Task Scheduler - Microsoft - Windows - WindowsBackup
Please, also contact Microsoft support and open a support case. They need a case to produce a fix for the backup task.

You don't say what version of Windows you're running but in Windows 7 the Resource Monitor's CPU tab will do the trick.
