I would like to force IE10 at the browser level (not from the server side) to go into IE9 mode.
I know that I can do this manually through the F12 developer tools in the desktop version of IE10. Is it possible to force a site to always be seen in IE9 mode in both the Metro and desktop versions of IE10?
I would first try to reset internet explorer settings. It's also very likely the option you had access to isn't 100% complete and there may not be a stable or easy to find way to revert.
Get to the standard control panel window, and find internet settings, get to the advanced screen, there is a reset to defaults button there.
Worst case: reinstall a fresh copy of the developer preview.
Official answer (as per MS docs) to the general query "Can you access the Metro version of a non-default browser in Windows 8?"
Short answer: As per Microsoft's guidelines, only the default browser can access/participate in the "Metro style experience". So this behaviour is clearly intentional and unless Microsoft changes its guidelines or a browser-maker flouts them or some sort of hack is created, we're stuck with it.

Suppose Firefox Nightly is set as the default browser. Go to Control Panel / Programs / Default Programs / Set Default Programs / (Firefox) Nightly / Choose defaults for this program:
Now uncheck Protocols like FTP, HTTP and HTTPS:
Now when you run IE (even though it's not the default), does the Metro version run?

You can add your site to the compatibility view lists. Choose from menu "Tools" -> "Compatibility View settings" and in the popup dialog input your site.
I've done it on the Windows 7, but I think that this solution applies to Windo
