Follow these steps:
Open the Start Screen.
If you are using a tablet, press two fingers on the screen and move them towards each other. Or, if you are using a mouse, click at the extreme bottom-right corner.
If you are using a tablet, press the group of tiles and move your finger a bit down. Or, if you are using a mouse then right-click the group of tiles.
Click
Name Group.
Type the name that you want to give to the tile group and click Name.
That's it.
The only way that I can think of is by using a app called OblyTile.
What you want to do is create a tile that opens up Chrome or whichever browser you want to use but in this example I will use Chrome. Once you have found the file path for Chrome, in the arguments section below it you might want to use "--homepage http://stackoverflow.com" so that when you open the tile it opens up StackOverflow. (Someone can feel free to correct me on this)

Only in the Metro version of IE 10 can you 'Pin to Start'.
In IE, Programs Tab, check there is NO tick next to Open Internet Explorer tiles on the desktop. That was just to ensure that the Metro version of IE 10 is active.
Once IE 10 launches, navigate to the site you are interested in. Right-click (or swipe from the top or bottom edge) and find the "push pin" icon.
Click on the pin icon, then 'Pin to Start' in the menu. Adjust the title if required and press "Pin to Start". Return to the start screen and search the right of the Metro UI for your shortcut tile.
