I'm finding that when deploying changes to a web server running on my local machine, even Ctrl+F5 doesn't always get an un-cached copy of the page. I'd really like to be able to turn off caching for that particular domain (essentially my local host), but can't find an option to do that.
Anyone have any ideas?
You can't turn off the cache discriminately, but as of v15, you can turn it off completely via a settings panel that you access by clicking the gear button in the lower right corner of the developer tools window. On the network panel of the developer tools, you also have the option to clear cache from the right-click menu with only a confirmation dialog (i.e. it doesn't pop up the preferences tab the way "Clear Browsing Data" does.
Update: looks like this is now a checkbox on the developer tools network tab itself:
The way you've accomplished this is perfectly acceptable, and allows that one user to have Administrator privileges over that one PC. I use the same procedure to allow trusted users to toy with their machines, while stopping them messing up anyone elses.
You can then delete the local accounts to avoid duplication or confusion.

Ctrl + Shift + R or Ctrl + F5 will refresh the page, overwriting the cache.
If this isn't helping you (as you said) I would recommend trying out the johnnycache add-on. I've never used this add-on but it seems to be what you're looking for.
