Is there any way to turn on rubber band scrolling in Snow Leopard?
I cannot upgrade to Mavericks because I need Rosetta but I would like to have the scrolling behavior of Lion, Mountain Lion and Mavericks.
Any ideas?

This is not an answer, but a hint in the right direction.
I have a non-multi touch trackpad and I rubber band scrolling is disabled in Lion for me. So this setting is linked to the multi-touch support.

On the Mac side, Scroll Reverser looks nice in the menu bar, is free, and works from Tiger to Snow Leopard (10.4 - 10.6).
