I cant get texts on my Android phone from messages on my Macbook, but only from a few people. Coincidentally its people I've had facetime conversations with. It seems that the Mac has said to itself "these two people communicated in the Apple universe, lets keep it that way".
Are there settings I need to change?
I can send a text from my phone and they receive it, but when they respond it comes to my Messages app on my Macbook and not my phone.
Your brother's Apple ID probably still has his phone number associated with it for iMessage. The smoothest way to deal with this is to have him disassociate his phone number from his Apple ID.

If that doesn't work, this older KB article has a helpful section "Unlink a phone number".
If he has other Apple devices (Mac or iPad) that are using his Apple ID, your iMessages may be being delivered there. If none of those devices are available when you send him an iMessage, your phone will eventually offer you the opportunity to resend the message as an SMS or MMS.
Unfortunately you can't disable iMessage on a per-contact basis.
Disable it in iMessages Prefs/Accounts...
[Edit] Re-reading your question, you want to be able to send from iPhone & MacBook, but not have the MacBook show any conversations initiated from the phone?
Never tried that one, but perhaps by disabling one or more of the account number/email address options further down the same page.
I've always had conversations appear in both locations, Mac & phone, never seen it behave any differently, unless I was in some poor reception area.

The problem is likely on the sending side, and you certainly can be sure your accounts are set up correctly before you pester them.
See about removing your SMS from your mporarily while you test.
Once you’re sure your account wasn’t told to register messages for you instead of SMS.
Point them to a couple things that can cause their Macs to not send an SMS.
If can send to some SMS but not you, specifically, focus them on your contact card.
If they can’t send to any SMS/Android it’s their SMSs forwarding that needs a look.
