I have a new Macbook Air with Lion and I'm using Excel in VMWare Fusion and it has a hotkey for Control + Shift + Down Arrow.
Every time I try and use this key combination instead of doing what it's supposed to do for Excel it's getting intercepted by Lion.
Is there a way to disable this hotkey globally or perhaps just when I'm using Fusion?
The beeping you are hearing in this context is not because those key commands are mapped to something but quite the contrary because they are not.
Typing an unmapped key command will result in an audible bell.
As you note Command-Control-Right in results in an audible bell in Mail.app. You will also note that Command-N results in a new message.
So here's a proof to confirm my assertion:
Now return to Mail and type Command-Control-Right. A new message will be created but if you type Command-N you will hear the audible bell. This is because Command-N is no longer mapped to anything. We replaced it.
So when you hear the audible bell it often means that you are trying to do something that is not possible (i.e. typing a key command that has no meaning for the current application).
You can disable the keyboard shortcuts for slow-motion effects by following these instructions:
Open Terminal.
Open the plist file in your user's library preferences folder that contains the setting by typing open ~/Library/Preferences/com.apple.symbolichotkeys.plist and hit return.
A window similar to this will open in Xcode:
For items 34, 35, and 37, set enabled to NO.
Close the file, click Save if prompted, and restart your system.
Enjoy.
Note: 34 and 35 may not be present in the plist if you have never opened the Mission Control preferences pane and changed the "Mission Control" or "Application windows" settings. If 37 isn't present either, simply add it yourself.

To reassign the key globally, go to System Preferences » Mission Control and under Application Windows, where it currently says ^↓, assign another key (I used F10, à la exposé).
