Cinch requires us to "Enable access to assistive devices". However this option is not found on OS X Mavericks > System Preferences. Where can I find it?

I don't know any way to always allow access for assistive devices, but you can add multiple applications to the list in System Preferences by drag and drop:
As it turned out, this was only an issue because I was using Zend Framework 1.12 and Apple upgraded to PHP 5.4 and 5.4, which in turn dropped some Sqlite support in favor of Sqlite 3. Here are instructions on how to upgrade Zend to Sqlite 3 support.

Open System Preferences > Security & Privacy > Privacy > Accessibility > "Click the lock to make changes" > Select "Cinch"
