Frequently when I'm using Safari on the iPad and loading multiple web sites at the same time and switching between them, Safari starts to reload a page when I switch back to it, even if it's been only a few minutes since I last opened the page. This can be quite annoying.
Is there any way to control how often Safari on the iPad will perform refresh a page? Ideally, I'd like to tell Safari to not refresh any pages and just refresh manually when I want to.
With iOS 4.2 and later, both the iPad and iPad 2 will allow multitasking by freezing apps in the background. Some things, such as playing music, will run in the background. Therefore, you will be able to do all of the things you want, but you will only be able to look at one at a time.
No, the SE sites do not look like that. I used the Develop menu in Safari to change the user agent, and it rendered exactly the same for the iPad as for the default view. However, it is different for the iPhone (still not the same as the page you linked).
It is theoretically possible to change the virtual memory if you jailbreak the iOS, but even if you could, it might not be a good idea.
What you can control is everything else. If you prevent the system from needing RAM by closing all of the other apps in the muti-tasking bar before starting safari, the chance that those web renders will get paged out of RAM is less.
Do be aware, that the newer hardware has larger RAM - so the iPad 2 in practice keeps all 9 web pages in RAM much more regularly than the iPad will. If this is important, you will want to get devices with more RAM (test them in the store before buying) or severely control the apps that you do run.

Safari (for iPod and iPad) keeps website cache only in RAM, and therefore, once it runs out of RAM, it'll automatically destroy an entire page, forcing the refresh, disguising itself as an auto-refresh feature. You can only keep few pages respective to amount of your device RAM.
