I am trying to download the YACHT & JET DESIGN app on an iOS device running iOS 11. I am unable to do so. The app was released during iOS 7.

Unfortunately, This is not possible due to current App Store limitations unless someone else with a jail broken iPhone that you trust has a copy of it that you can grab. One problem with dealing with the Apple App Store is that older versions are forever lost due to Apple's App Store polices. We should be giving concerned feedback to Apple to address this issue too, not just the app developers. So it looks like your best option if you need to have the Mint app, is to read up on the latest jailbreak, and insure your jailbreak path, then update your iPhone to the latest iOS, and then re-jailbreak it. The good news is that there is a untethered jailbreak for both iOS 5 and iOS 5.0.1 for the iPhone 4 as referenced in my comment above.
One quick way is on AppShopper.com.
- Enter "Kairosoft" in the search box.
- Click on any app title link.
- Scroll to the bottom of the screen and click on the "Other Apps By This Developer" link. This will bring up a custom page for that developer listing all of their app titles and update info.
- A custom RSS feed is also generated in the upper-right corner of the screen. This feed will update for any new app releases.

Honestly I do not believe it is possible. You may have to find yourself an iOS device that already has iOS 7 on it in order to download this app.
It is also likely that even if you could download it, it just would not run as iOS has changed a lot since iOS 7.
If you have an iOS device that supports iOS 7 you may be able to jailbreak it and install an earlier version of iOS (iOS 7) from unauthorized download locations. But that is way beyond the scope of what we discuss and support here. So you would have to go elsewhere for help with that.
