I have two internet connections, the one is high speed and I connect to through WiFi and the other is a slow PPPoE connection. I have a 5 gig cap for the WiFi connection and a 20 gig cap for the PPPoE connection so the idea is that I use WiFi for general internet browsing, emails etc and the PPPoE connection for torrents.
Unfortunately, I don't know how to use both at the same time. Is there any way that I can setup my torrent client to only use the PPPoE connection, and not the WiFi?
It is quite normal to see a real difference between 802.11b, g and n wireless networks.
The maximum network speed you can reach on this 3 different standards are:

On the other hand, 802.11b, g and n use different radio channels.
You may consider these channels as different roads with different speed
limits and different amounts of traffic. Some of these channels may be
free when others may be congested.
Your problem isn't a problem, but rather the radiowave reality.

Additionally, iOS has similar function accessible from within Xcode and iOS 6 or later.

There are 11 built in profiles from a Lossy Edge network with 400ms delay to a cable modem. If you need other limits, you can create custom profiles with your own settings or you can also use ipfw yourself as described in Craig Hockenberry's article slow ride, make it easy It also mentions the Speed Limit panel by Mike Schrag that is a smaller download than Xcode, but has fewer options than Apple's tool.
It slows down the entire network stack, so you can't throttle on a per app basis without doing things like install lion in a virtual machine and set that VM with a throttled stack.

This is an admittedly convoluted method, but you could run the torrent app in a vm. Vbox, Parallels, Fusion, whichever. Then you can bind the vm's networking to a specific network interface. The default for the vm networking is usually "Auto" which means it uses what the Mac uses and that's dictated by the service order in the Networking System Prefs. But you can also bind to a specific interface and that will keep the vm's traffic on that connection.
