Edit: Disregard the first part. [ Is the shift of { so we were saying the same thing different ways. I'm leaving this here though regarding disabling the Mission Control shortcuts.
The sequence to cycle forward through tabs is ⌘+shift+}, despite what the Window menu says. (⌘+} switches between windows. Very odd.) And ⌘+shift+{ cycles backward.
(You should also be able to reclaim ⌘+1, ⌘+2, etc. to switch windows in Terminal, which is what the Window menu says those shortcuts do, by going to System Preferences > Keyboard and disabling the keyboard shortcuts that use cmd+ a number under Mission Control. I haven't tested this though.)

Personalize your Xcode experience by adding your own set of keyboard shortcuts. Xcode provides a default set of shortcuts for most menu commands and common text editing commands. Many of these default shortcuts are based on the commonly used Emacs key bindings.
In the Key Bindings preferences pane, choose Manage Key Bindings from the Key Bindings set pop-up menu.

As far as I know, ⇧⌘C is not a system-wide global shortcut, so it sounds like something Visual Studio is doing. It probably has a way to disable it within the application, but if not, you can try to remap it to something else (this works for any application where the thing you're triggering is a menu!):
(This works even when the menu you want to trigger doesn't usually have a shortcut. Unfortunately, it only works if the feature is a menu item.)
