The current gen Airport Extreme (802.11ac, you know… the tall white one) is capable of having a network accessible hard drive connected directly to it. Now that the new Apple TV can run apps, can I use the Airport's connected hard drive as a media server and have the new Apple TV access its content directly? Maybe by running the Plex app (or similar)?

Consensus is that Apple simply forgot it - or didn't make the UI clear!
Deselecting "Enable file sharing" looks to have replaced it. At the very least that will disconnect users before you pull the plug.
The most up-to-date version of AirPort Utility is 6.3.2.
According to this Apple Release Notes of AirPort Utility 6.2, you can extend guest networks as a part of the update.
The most current AirPort Utility is 6.3.2, which is available through software update. I however is able to find 6.3.1 in this Apple Release Notes.
This will solve your problem easily by letting yourself use the main network, and your neighbor using the extended guest network.

VLC should do the trick. I confirmed I can access the drive inside my Time Capsule using VLC on my Apple TV.
I imagine it will also access the files on a USB-connected drive. Not tested the latter though.
