Just got this email.
Did not open the link (since the price looked ridiculous).
The link would lead to a look a like the Apple Log In window.
What is up with that? someone trying to collect Apple ID information for next stage of criminal activity.
It looks like (bad) SCAM to me!?
If I'm reading the initial question correctly, you wish to select which account new mail comes from.
In Mail prefs > Accounts > Account Information tab you can enter multiple email addresses in the Email Address field. You must separate them by commas.
When you create a new message The From dropdown will list every email address. These addresses will be used in the From: field.
Practically speaking, the answer would be no - iCloud doesn't "sync" multiple email accounts (this is built into iOS). @me.com email address is just like gmail - it is just another email account. If you really wanted to, you could have all your gmail forward to iCloud's @me.com email account, but that wouldn't be practical.
To have your Gmail accounts synced into your iPad, open Settings, on your iPad, tap Mail, Contacts, Calendars, select Add Account, for a Gmail account select Gmail, and enter your information in there. Repeat the process for every mail account you have. (You should notice your iCloud account in the list of email accounts when you first open it)

The fact that the email originates from csparks@pineland.net, and the misspelling (responsinility) and grammar mistake ("In case of not paying") tells me it is a SCAM.
Delete and move on.
