The font in the image you supplied is the VGA font (I believe people refer to it as the VGA 437 font, but it's ambiguous; take a look at the wikipedia page.) This rendering is not something specific to Linux – it's your graphics card's rendition. Every graphics card I've used has used this particular rendering by default. I found a TTF clone of it here.

In Debian, you can also run dpkg-reconfigure -plow console-setup to be prompted for the various console settings and pick them from menus.
Edit - I put together a small page how to setup the font colors. The section that is relevant for this post has the header "the Linux VTs" (= ttys, or "console").
I don't think there's any widely-used tool. Try psfedit. There's also NAFE which lets you convert between console fonts and an ASCII pixel representation, or Cse to edit a font from the console. I haven't used any of these, so I'm not particularly recommending them, just mentioning their existence.
