How can I get the KDE (Plasma 5.8.6 on Debian Stretch) System Settings for keyboard repeat & delay to actually do something?
These settings:
Whenever I change and apply the settings I don't see any effect on the X11 repeat/delay state (as seen via xset q | grep "auto repeat delay").
Usually you put X related items that you'd like to run in the context of the user (you) in one of 2 files:
$HOME/.xinitrc
For GNOME desktops you can put commands in $HOME/.gnomerc
Some commands such as xset may not work from within these files. If you'd still like to automate something like this you may be able to add it as a "Startup Application".
Create a shell script, xset.bash.
#!/bin/bash
xset r rate 120 66
Add a startup task to run the shell script.
Open the application Startup Applications, under System → Preferences
Then click the Add button
Once you're done OK & Close the dialogs and to test it out logout and log back in.
Old question but still needed. I've been using Plasma Customization Saver plasmoid and it seems to work ok.
From the plasmoid description:
This is a widget that allows you to save your current plasma customization and choose between all the customizations you saved to load them again.
Features: - Saving your current plasma customization (theme, window decoration, colors, icons, wallpapers, layout disposition, widgets etc...)
- Having multiple saved customization and easy switch between them.
- Save and restore your latte-dock customization per save
- It saves a screenshot of every customization so you can visually identified them.
- Explort and import customizations. For transfer to another computer or backup them.

In the Startup and Shutdown → Background Services configuration applet, make sure the Keyboard Daemon service ("Enables switching keyboard layout through shortcuts or system tray") is checked and in the "Running" state:
If this does not seem to have an effect, log out and back in. The settings should be applied afterwards.
For whatever reason this service is also responsible for propagating rate/delay changes to X11, which you can see live via:
