Cannot enable user service. “Failed to get D-Bus connection: Connection refused” Support

I get this error when running any systemd command as a user:

admin@Xroklaus:~ $ systemctl --user list-units
Failed to get D-Bus connection: Connection refused

Without the user parameter, the command runs fine.

Systemd does not appear to be running for this user

I don't know how to get it running though.

This seems not normal either:

Trying to run as user instance, but $XDG_RUNTIME_DIR is not set.

Looks like a package went missing:

admin@Xroklaus:~ $ sudo apt-get install libpam-systemd

And after a reboot it works again.
