I made a SVG in Inkscape on Fedora with the CM Roman (latex) font, but when opening the SVG on Ubuntu 12.04, it says it doesn't have CM Roman even though TexLive is installed.

Many other dependencies also got in when you ran sudo apt-get install texlive. When you ran the apt-get remove command, then only the texlive package was uninstalled, not its dependencies.
You can easily remove these extra unneeded dependencies by running:
sudo apt-get autoremove
I installed TexText and it works fine for me. I am using UBUNTU 13.10 and Ink-scape version 0.48
Here what I have done:
=> First install Inkscape
=> Download latest TexText version from here
=> Now extract downloaded tar.gz file and copy all files inside ~/.config/inkscape/extensions/
=> Now pstoedit extension is require to install (Go to Ubuntu software center > Search for Inkscape > Click on More info > Scroll down > Under Optional add-on pstoedit can be found > Check it > Click on Apply Changes)
=> Restart Inkscape and Now you can see Tex Text option under Extension menu. Select Extension > Tex Text
=> Open Gedit or your any favourite text editor.
Type
\usepackage{amsfonts}
Save as anyname.ini
=> Now inside TexText
1. For Preamble file browse and select anyname.ini
2. Change Scale factor if you want. I changed it to 6.50
3. Inside text paste any latex text such as

You should actually download and install a ttf or otf version of the Computer Modern Roman font in order to be able to use it in inkscape. I did it in the past, but I have to look up the download link. This might do it: http://cm-unicode.sourceforge.net/download.html. You could also check (and maybe copy) your Fedora fonts directory.
