I've updated A record in a domain config panel, panel shows me updated domain config bu site still is on old hosting. Where can I check all records for domain?

Not knowning the addresses of the dns servers, the best place to check is google:

dig whatiaminterestedin @8.8.8.8

Do notice that updates can easily take 24 hours or more. It's not common, but it happens.

For 18.04 and higher

For 11.10 and below

Ubuntu doesn't cache dns records by default so unless you've installed a dns cache there isn't anything to clear.

DNS records are likely cached by your provider's DNS servers so if you want to check if the DNS changes you made were successful you can interrogate a DNS server from your domain hosting service with dig:

dig -t a ns1.myhostingcompany.com @domain_registrar_dns_server

It you want Ubuntu to start caching dns I recommend installing pdnsd together with resolvconf. nscd is buggy and not advisable.

There seems to be an issue with the local DNS cache mechanism provided by dnsmasq (which runs at localhost, 127.0.1.1). Not sure exactly what but if you disable the dnsmasq cache and always ask the primary (8.8.8.8) and secondary (8.8.4.4) DNS servers directly instead it might work better.

To disable dnsmasq you edit the file /etc/NetworkManager/NetworkManager.conf and comment out dns=dnsmasq like in the config below:

[main]
plugins=ifupdown,keyfile,ofono
#dns=dnsmasq
