Running Ubuntu 12.04
During installation of a few programs (Gparted and some others) my computer unexpectedly shut down.
When I restarted my machine everything appeared normal. However, every program I open, whether it be terminal or Firefox, the title bar is missing. In other words there is no window dialogue other than File, Edit, View, etc… I don't have the option to close, minimize or maximize.
In addition to the absent title bar things don't seem to load quite right. For example, when I load Firefox and go to google.com search results seem to be improperly underlined/not underlined at all. Picture quality is not bad; things just don't load fully/corrupted looking textures and graphics.

Firefox version 60 comes with an inbuilt client-side decoration (CSD) option which gets rid of the title bar but keeps the window control buttons (minimise, maximise, close).
If you have Firefox 60, go to "Customise" screen and disable "Title Bar" option at the bottom.
Then you should see something like this:
As a side note, the pointy white corners that appear after turning off the 'Title Bar' option, can be removed by the following steps:
- Open
about:configin a new Firefox tab. - Accept the risk and continue.
- Type
mozilla.widget.use-argb-visualsin the search field. - Check that 'Boolean' is selected.
- Click the '+' button to add the preference setting.
- Restart Firefox.

The supported way to achieve such effect would be to install the Gnome Shell extension Pixelsaver straight from the software center. You can install it with the following command:
sudo apt install gnome-shell-extension-pixelsaver
You may need to enable the extension using the tool "Extensions" (only in Ubuntu 20.04 and higher) or using "Gnome Tweaks". You can install Gnome Tweaks from the software center, or install it with the command:
sudo apt install gnome-tweaks
An unsupported way to install gnome Shell extensions is by using the Gnome Extensions website. To enable this, you need some preparations. You will also find Pixel Saver there, but the extension Unite appears to be better maintained.
Caveat: these extensions may only work when your desktop is running on the Xorg graphics system. Ubuntu 18.04 by default will run on Xorg. However, by default, Ubuntu 17.10 used Wayland. You can switch between using Xorg or Wayland using the cog on the log in screen.

Log in with Unity 2D, open
ccsm(Compiz config settings manager) or download it withsudo apt-get install ccsmand go to Preferences at the bottom and choose Reset to defaults and then choose Unity from the list. Then you can log in into Unity 3D (the normal one) and everything works :)I had this error today too and that worked for me.
Notice: Probably you have to log in with Unity 3D to change the settings, I am not totally sure anymore. But give both a try ;)

If by any chance Unity 2D has the same issue (it happened to me once before, so I can relate :P) and neither shell does not allow you to open terminal, press Ctrl+Alt+F1 to open a TTY session. From here, enter your username and password and continue to do the commands thonixx gave you.
