The systems settings icon, i.e., the gear wheel in the screenshot here with yellow circle suddenly disappeared. I have no more information to offer because it just suddenly disappeared. How to restore it? You can just tell me its name or command line instruction to restore it, I know I can drag and drop it. I just don't know its name, I tried control panel or system settings, but couldn't find it. Thanks.

The Language Support utility is provided by the language-selector-gnome package
sudo apt-get install language-selector-gnome
Once you install that package, you'll see the language option in the System Settings again.
Not all programs have icons, but certainly for custom desktop entry, there won't be an icon, you have 2 ways to solve this
GUI
Right click kde menu -> edit applications -> scroll to the appropriate application, you will see the icon, as shown in the attached image

right click on the desktop entry icon, click open with a text editor (as kate), you will see all info for that entry, edit "Icon" as shown in attached pic

Alternatively, click the tiny gears icon in the top right of the screen, and then choose System Settings and stop worrying that the other icon is gone! ;-)
