Plasma 5.13 will get a 5.13.1 and 5.13.2 rapid bugfix update releases in the next 2 weeks, so even if we don't get the initial 5.13.0 done, that may not be a bad thing if we go straight to versions that have had a round or 2 of bugfixes.

There is no such thing as the 'Neon ppa'. Your 'add-apt-repository ...' line is adding the Kubuntu ppa backport to your system. As the Kubuntu developer 'acheron' told the Plasma 5.13 will need at least the Qt 5.10. When the Ubuntu 18.10 has the newer Qt and the Plasma 5.13.X they will be backported to the Kubuntu backports ppa.

The Neon has own KDE repositories: https://archive.neon.kde.org . In the past the brave users have been mixing the Ubuntu and the Neon repositories: https://gist.github.com/nihathrael/7429eeb8d539c4c8e0ade03269b3f95a . BUT ! as told you are doing it at your own risk.

In Bionic Beaver (18.04), a minimal install option is offered to users. Ubuntu, Ubuntu Mate, and Kubuntu are three distributions I know of that offer the option.

For Kubuntu 18.04, you'll see this (taken from here):

Minimal install option
This is now available in the installer for Kubuntu.

For Kubuntu this removes KDE PIM applications, Libreoffice, Cantata and mpd, plus some additional internet and media applications. At present a full Plasma Desktop is left in place, plus basic applications and utilities. Firefox as a browser, and VLC as a media player, are also retained.

A list of what is not included in the minimal install relative to the full install is here. I can't say how up to date the list is but there's a section on KDE PIM to provide you guidance in case you want to remove stuff from an existing full install.

I've checked some of the entries above using apt purge -s package-name. Each of the packages I checked only removed the named package and nothing else.

It's also useful to run akonadictl status to what see akonadiis up to on your system. On my system, I see:

stop   : Stops the Akonadi server and all its processes cleanly

which you may find useful.

Another useful command is compgen:

On my system, both pgrep -i -al akonadi and pgrep -i -al mysql come up empty.
