Is there a xfce desktop switch widget for pulseaudio volume control? I have a wireless speaker and I hate having to open pulseaudio and change the output setting everytime I turn it on or off

Testing Xfce panel version 4.12.2: the volume indicator already has that feature. It is a pulseaudio plugin (xfce4-pulseaudio-plugin) for the Xfce panel.
The output device is listed under the main scroll given more than one sink is available; on mouse hover a list of available output devices is displayed.
So, no external application is needed for the purpose discussed here, although pavucontrol may be useful (especially given that Xfce has no specific audio settings like other desktops have).
Non-Xfce-specific tools can be also used like pasystray(PulseAudio System Tray), as explained here, similar to Sound Switcher Indicator, already mentioned under this question; pasystraydoesn't need a new PPA to be added.
With PulseAudio 8.0 on Ubuntu 16.04 and a single sound card, you can set the default master volume to 50% with the following file. By including the system default you don't have to worry about changes in the distribution's defaults.
$ cat ~/.config/pulse/default.pa
.include /etc/pulse/default.pa
# Set volume to 50% on boot
set-sink-volume 0 32768
If you have multiple cards, replace the index number with the name since order is not guaranteed. In addition, if you want to adjust the volume determine the "base volume" which represents the max and calculate the equivalent percentage.

Yes there is, it is called pasystray
press ALT + F2 and type
to start it up.
Next, you need to add the "notification area" to the xfce panel if not already added.
Finally, you will see a speaker icon on the desktop panel. Click the icon to adjust the speaker. Go to startup applications and add it there to make it start up at startup.
