You need gnome tweak tool.
Click the Download button to install with Ubuntu Software Center:
Or you can install in Terminal:
sudo apt-get update; sudo apt-get install gnome-tweak-tool
Then open Advanced Settings to change the minimize and maximize buttons.
Short answer is no, you can't do this in a trivial manner by just changing settings.
Long answer is that you need to edit the theme to draw the button anyway (probably you want to draw the unfocused version on focused windows), for the specified title bar hints in the theme.

This is done in Window Decorations KDE Control Module.
Click Configure Buttons..., check Use custom titlebar button positions and rearrange everything as you like.
