The workaround for this is to set it to transparent and pull the bar to maximum.

Gnome-terminal's background feature has been removed since 3.8.1. Though I couldn't find this in the official release notes, but this is all known by now and they don't want that feature be back. This is one of the discussion assuring https://bbs.archlinux.org/viewtopic.php?id=161798

sadly it's not currently possible, though efforts are being made to make it possible ATM. In the meantime, I think Ubuntu MATE with compiz can blur behind windows :)
To expand on this answer, KDE plasma now blurs beautifully behind windows and has a pretty cool theming system too :
