Just like the title says, how do I launch a bash script in my ~/Downloads folder using a keyboard shortcut? I've tried binding cd ~/Downloads && ./bash-script.sh to different accelerators (ex. the "Tools" button or music player button on my keyboard, and F4) but no luck, yes the script is marked executable, I am trying to do this under "Custom Shortcuts" in System Settings -> Keyboard, and the command works in Terminal.

For custom shortcuts, you can't bind your keyboard shortcut if you only selected the row. This is different from how it works for System shortcuts, where merely selecting the row is enough to input a new keyboard shortcut.
You have to click on the Disabled and wait for it to change to New accelerator.... After that you can press your desired keyboard shortcut and it will be reflected appropriately.
First of all, aliases are not expanded in non-interactive shells. Read the ALIASES section from man bash in this sense. So, you can't use an alias in 'Command' field when you add/edit a custom shortcut.
Second, as geirha said in this comment, if you changed PATH in .bashrc file, that change will not be available in non-interactive shells. So, you need to change the PATH in ~/.profile file instead.
Third, if you still want to use only bldn in 'Command' field when you add/edit a custom shortcut, you can rename your script with this name and add the script path to the PATH in ~/.profile file, as I said above.

Now it sounds like you have tried to 'all the right things'. In the command section of keyboard shortcuts I have:
