I do not have the menu bar of LibreOffice in the top panel of my Unity desktop (the Global Menu functionality). Though I have installed lo-menubar.

How do I fix it?
You have the tango icon theme selected (this not a legacy Open-Office theme by the way). Also I found that LibreOffice seems to force certain themes if your GTK+ theme is changed (at least in 3.4, so they might have back ported that to 3.3.3).
What you can do is go to tools>options>view and choose another theme (such as galaxy). If you don't have that theme, then you need to install the other LibreOffice icon themes (called styles) from the Software Centre or synaptic.
This is only a workaround - I will not mark it as solved, as I'm hoping for answers on how or at least when this could be fixed.
Workaround: while this will not bring the standard menubar (when global menus are enabled as indicated in the question), it will make Libreoffice usable by providing access to its menus in one of the user interfaces that become available if experimental features are enabled.
Global menus have to be disabled (as panel widget or as window button) in order to access Libreoffice menus of the standard interface.
Enable experimental features under Tools - Options - Advanced.
Then go to View - User interface and select of the UIs from the lower part of the list.
Each of them is different (somewhat similar to the different versions of msoffice), but they all provide access to the menus in various forms. For example, the "Tabbed compact" UI provides menus in tabs and shows a button to the right-upper corner to access among others the different UIs.

It works now simply by removing the

As I suppose the
lo-menubaris like a plugin for libreOffice. When you updated the program, the plugin needs to be re-installed, this solution worked for me after trying it.And this must be done when you install this package by the above command :
