I have installed Ubuntu 13.04 and set my local time/date and its working, the only thing that's bugging me is that I cannot change it to English. I would like to do this because it is hard to read and it is not showing it in the proper format in the Terminal, please refer to the screenshot below.

How can I change my date/time to English format and keep the local time?
It's likely that the indicator is misconfigured.
Try to click Time & Date settings in your screenshot, in the next window choose clock and play with those settings.
If this doesn't work try this command, it will change the potenciall most complicated of your clock settings to the defaults:
gsettings set com.canonical.indicator.datetime time-format locale-default
If you want to change the time format to German , you must install the German language from the Language Support and then set the "Regional Settings" in German
If you want to change the format in Date and Time , you must install dconf-tool . From terminal do
sudo apt-get install dconf-tools
Find it through Dash by writing dconf open it and goto Com > Canonical > Indicator > Datetime and from there you can change the format.
Logout and Login for changes to take effect.
The default format is %l:%M %p , you will change it to %M:%l %p

click on system settings.
Click on Language Support.
Click on the Regional Formats Tab, and change language to English, and apply system- wide. and that will do it.
Note: You may have to relogin, so changes can take effect
