I got some .rta file from a cellphone. How do I open it? Must it be converted to a txt or other file type first? I am lost. What is this file type? Wiki says it's an Ibm voice to text.

What these options mean:
"Run executable text files when they are opened"
This option will execute (run) text files as if they are programs (or scripts), but note that if the files are not scripts or have errors, you won't see a thing.
Note: This option is very risky, because it could allow you to run dangerous scripts accidentally.
"View executable text files when they are opened"
This option will provide the most comfortable behaviour, if you just need to view your text files (HTML, CSS, txt, etc). When you need to run actual scripts, you can right click them and choose to run them from the context menu, or use a terminal.
"Ask each time"
This option provides a safe balance between the two other options, allowing you to choose each time you double click on a text file, and providing a prompt that should help to avoid running risky files accidentally.
For short files:
cat <path/your_file>
directly shows a text file in the terminal.
For longer files:
less <path/your_file>
lets you scroll and search (/ text to search Enter) in the file; press q to exit.
e.g.
cat /home/john/RESULTS.txt
less /home/john/RESULTS.txt

RTA file is an Adobe RoboHelp RTA Data File. RoboHelp is a help authoring tool (HAT) created by eHelp Corporation, acquired by Macromedia, which itself was then acquired by Adobe Systems.
You can use Adobe RoboHelp or other tools, but it seems there's only toos for Windows Or Mac.
You can try a Windows tool through Wine tough.
