- In order to install different languages that are to be used by the system, Lubuntu has the Ubuntu Default Language Manager.
This should be easily accessed through the Preferences>Language Support. Check here to see if the application is installed.

If you do not see nor can confirm the application is installed then open a terminal and install it by using the following command sudo apt-get install language-selector-gnome
Once installed you will have access to all the major Language/Regional formats

In order to chose between different types of keyboard for the same language -
Be sure Keyboard Layout Handler is visible in the LXPanel. If not, right click on the lxpanel, "Add/remove panel items" and add it. Then edit it. If it is already visible, right click on it and select "Keyboard Layout Handler" Settings.
Then click "Add"

I would advise you that this also brings a lot of other (maybe unwanted) dependencies.
For ॲ as in "कॲकोना" (n. a name in Bengoli), the combination would be o
i.e. for कॲ the combination would be ko, where is the accent grave key (the lower-case of 
key in my keyboard).
No idea for the ऋ combination (I'd use रि, if the grammar allows).
Nepali language too uses the devnagari script. Here's a snapshot of the keyboard layout:

Adding and using Nepali Keyboard Layout:
Click the keyboard icon at the panel and select keyboard layout settings or select System Settings -> Keyboard Layout:
Click the add (+) icon, search for nepali input, select and hit Add button.
Click the keyboard icon at the top panel select the layout you want to use. You can toggle the layout with the keyboard shortcut: Shift + Caps Lock
Adding and using Ubuntu's Nepali Language Support
Go to System Settings:
Select Language Support:
Click Install / Remove Languages ..., search for Nepali and mark it, then click the Apply Changes button; wait for the installation to complete.
Goto Language Support window again and rearrange the language preferences.
