Samba, system-config-samba and everything related to Samba is installed according to Synaptic and up to date. But I do not see it in the Dash. /etc/samba/smb.conf is present too. Also I did not find Samba in the new Ubuntu Software Center either.

In order to be able to run Samba in Ubuntu 13.04, you have to install it. Just press Ctrl+Alt+T on your keyboard to open Terminal. When it opens, run the command below:
sudo apt-get install samba samba-common

I just got a machine up and running, installed Ubuntu 13.04 on it, and followed the instruction in the above link, and it worked. See below:

I just want to get into a public record that nowadays you need to add these configurations into the [Global] section of /etc/samba/smb.conf to make Windows XP able to connect to your Samba 4.5 server:
server max protocol = NT1
lanman auth = yes
ntlm auth = yes
Of course that compromises the security on some level I am deliberately unaware of.

I had the same problem. Having installed Ubuntu Mate 16.04
ended up with message:

restarted the server:
it worked! I can start the configuration tool from the ubuntu mate GUI menu now.
