I'm using MS Word 2010 to write a document. I have a table with a header row (indicated as such, 'Header Rows Repeat').
The table starts pretty low on the page and Word decides to break it exactly after the header row. It really shouldn't… I don't want to prevent tables from breaking across pages, just to prevent the situation in which I have an orphaned header row at the bottom. Can this be done?
I'm also interested in an answer applicable to Word 2003 and 2007.

In Word 2007, on the Home tab, locate the Paragraph group. Click the dialog launcher (small arrow) in the bottom right corner to open the Paragraph dialog. Select the Line and Page Breaks tab.
“Keep lines together,” as the name implies, keeps all the lines of a paragraph together. That is, it keeps a single paragraph from being split across two pages.
“Keep with next” keeps a given paragraph with the following one. That is, it prevents the two paragraphs from being separated across two pages (the individual paragraphs, however, can be split internally unless “Keep lines together” is also applied). This property is assigned by default to Word's built-in Heading 1–Heading 4 styles to ensure that headings stay with following text.
Select both of these properties to force the table to wrap columns or go to the next page if it exceeds the available space.
Now the table behaves as desired:
I can repeat the first row by checking "Repeat row as table header" in the Table properties but I don't know how to make the top two rows repeat. Any ideas?
You can set the top two rows to repeat as header. You just have to select them at the same time when changing the option so that they both to repeat together.
I don't have Word 2007 or 2010 handy to take screenshots of, so these are showing 2003, but the process is the same in all three.
First select both rows at the same time, then access table properties:
Now you can set both rows to repeat as a header together:
And both these rows will now repeat, job done:

Highlight all the content inside the header row and the second row and go to Paragraph properties and check
Keep with next. This should stop the header row and the second row from being on separate pages, while it still allows the rest of the table to freely break across pages.
