I have a C: drive that is the primary partition (bootable) that I would like to extend.
In order to do that it seems like I need to have Unallocated Space to the right of the partition.
Right now, I have "Free Space" to the right. How in the world do I make it Unallocated (not formatted)?
There must be some command line utility to be able to do this.
It looks as if you have a disk with a MBR setup.
MBR allows for only 4 partitions. If you want to use more than four then one of these four must be of type 'secondary'. In your case that is the 'green' partition in this picture:

I suspect the windows build in tools can do both of that, if not use partition magic or a similar tools.
Regardless of what you use: make a backup first. A power failure during a partition move can really ruin your day.
Extending the next partition to the left is, as I think, impossible with Windows Disk Management.
So you would need to use software like GParted to do that. Booting from USB stick or CD/DVD would be needed.
Please run
chkdsk /f c:
before booting GParted.

The problem is that you can NOT extend a primary bootable partition. I think your best bet will be to boot from a BartPE CD or a GParted CD, and do the re-size from there.
