Yesterday I realised that Windows Update wasn't working on my Windows 7 (32-bit) laptop.
It sometimes found updates but then when I selected them and tried to download them it just hung on 0 kb and 0%.
I uninstalled SP1 and Windows Update worked fine. Then , when reinstalled SP1 Windows Update stopped working – it just hangs while it says its looking for updates.
I have used two tools to try to fix it – Windows Update Diagnostic and Microsoft FixIt 50202. Neither have worked…
Try resetting Windows Update's components.
Since that didn't work, run the System Update Readiness Tool which will check your system for any problems and fix them if possible.
Once that's done, check this file for any errors: c:\Windows\Logs\CBS\CheckSUR.log If it indicates there were none or it fixed them, try installing SP1 again. If it indicates errors, post them and we can take a deeper look into what's going on. You might need to reinstall a particular update, or fix missing components of WIndows.
Are you sure you do not have the mentioned version of the Intel Graphics driver installed? It might be disabled so it does not show in DxDiag.
In my case this was the reason for SP1 not being offered by Windows Update. I once used the onboard graphics so the Intel driver was installed at some time. Then I added a PEG graphics card and disabled the onboard device. So the driver was present but could not show up in DxDiag. I enabled the onbord graphics card again in bios and after rebooting Windows Update found an update for the Intel driver. I installed it and after rebooting and searching for updates again SP1 was offered as it should.
OP Update: This turns out to be the answer. Even though i didn't have the Intel GMA adapter "installed" i did have the "old" driver on my system. Disabling my nVidia PCI Express video card in the BIOS, and enabling the built-in (Intel) adapter, and the Intel graphics card was then installed in Windows:

Applying the update, restarting, and now i have Windows 7 Service Pack 1 available on Windows Update:
It's unfortunate that no Windows Update Log, or the Event Log, showed that the presence of an old version of a driver is preventing the publishing of an update. i would have hoped that the issue could have been debugged, rather than inferred.

I've dealt with lots of servers and clients that had problems with Windows Update.
Make sure your running the newest version of Windows Update Agent (this has solved many problems for me). The newest version can be found here: https://support.microsoft.com/en-us/kb/949104 Find your OS, download the package and install it. Then reboot.
If that doesn't resolve it, try this:
In some rare cases it's even harder to resolve the issue. I'd recommend you try running the following lines in Command Prompt as Admin (To open Command Prompt as Administrator, search for CMD > Right-click > Run as Administrator)
