I don't know if you managed to sort the problem out but I might have a solution here.
I had the same problem: I couldn't change the icon because that option was greyed out.
I right clicked on the desktop and created a new shortcut, pointed it to Outlook and named it (just go through the prompts).
A new shortcut appeared on the desktop pointing to Outlook and I was able to go into that shortcut's properties and change the icon to whatever I wanted it to be (not greyed out anymore).
Afterwards I pinned that shortcut to the task bar and deleted it from the desktop.
I finally solved the problem by running the following vbs script. It does some modifications to the windows registry. Although it's originally designed for Windows XP, fortunately it also works in Windows 7, at least in my case. My task bar has now come back but I still have no idea what actually causes such problem.

The library sal3 (Windows: sal3.dll, Unix: libsal3.so) is located in the /program folder. It maybe necessary to add the /program folder to the PATH environment variable if the bean cannot find sal3.
There is no /program folder in Windows 7. You may find it in Program Files (x86) under "C:\Program Files (x86)\OpenOffice.org 3\URE\bin". Add that path to the PATH system environment variable and it will work.
