Is this possible? I need a keyboard layout for Russian and Ukranian – but it's not in the Regional Language and Settings list and I have enabled the advanced languages as well. I've tried Windows Updates, tried downloading MUI's to no avail.
Any ideas?
FYI (Everybody), if you run a Windows 7 version that doesn’t support multi-language you won’t be able to use the Multilingual User Interface (MUI) functionality to change the default language for Windows 7 welcome screen. Fortunately, MUIs are available in Windows 7 Ultimate and Enterprise edition.
Basically, you are able to change that only when the Keyboards and Languages tab in Region and Language setting looks like below.
To change the default language on welcome screen
Go to Administrative tab in Region and Language window, which can be launched from Control Panel, and click on Copy settings button.
You will see what the current language settings on Current user, Welcome screen, and New user account.
To make the default language setting on Welcome screen the same as your current user account, simply check the option “Welcome screen and system accounts” at the bottom.
Click OK to save the setting, and reboot the computer for the change to take effect.
I use a custom international keyboard layout with alt deadkeys, but occasionally Spanish, Portuguese, or Chinese. So I'm kind-of in the same boat as you. Since you are using windows 8, this shouldn't be a problem.
You seem to have a great answer to your question about MocOS-ish keyboard layout switching, you should seriously consider it as an answer because short of changing the operating system itself, that's going to be it I think.
For #3 — that user is wrong about the two being the same. The display language and the input languages are separate by design. You can switch your language for input at will, with win+space to cycle through the list of languages you can configure. You can have the lanauge settings apply system wide for input, or just for the current application. And you can configure the display language to always be different from the input language.
To have the input set to a different language than the display language, click on Advanced settings in the Language Preferences pane that you can get to from the language taskbar notification icon. There, there are two sections:

In Control panel, go to Regional and Language Options
Under the Languages Tab, click Details
On the Settings screen, click Add...
On the input language, select either:
to add all languages back into the list, you will need this INF file, and your XP install disk.
[INF is a text file, so you can view it first if you want to check it out - it should be the same as your XP install disk]
replace the INTL.INF that is currently in c:\Windows\inf, then reboot the computer. This should restore access to all the languages.
