Windows – How to fix Windows 10’s taskbar item ordering

I use the Windows taskbar with the option 'Combine Taskbar Buttons' set to Never, as I find combining to double the amount of clicks required to switch between windows, which is especially annoying when I have several folders open or multiple instances of a process running.

However, even with combining disabled, the taskbar keeps instances of the same process together, and it seems impossible to reorder them. Here's one example:

I'm trying to place Android Studio next to the Android Workbench folder, but the taskbar considers the 3 open folders to be instances of the same process (Windows Explorer), so it forcibly keeps them sequential instead of letting me sort the taskbar how I want it. Is there a way to fix this behaviour, maybe via Regedit?

I'd prefer a fix that doesn't require third party apps, but will accept them as a solution if no other option is available. So far I've used 7+ Taskbar Tweaker, but it breaks on every major Windows update, and the author has a weird no-guarantees donation scheme for access to an alpha version, instead of just selling a paid version of their software that works.

I have the same problem but didn't notice it until I'd tried Winaero's tool to suppress thumbnails on the taskbar. From what you write, I assume the problem was present before I did so. This is the only reference to the problem that I've found on the web, which isn't too surprising since this is likely the result of the 1803 release of Windows.

I've added comments to Taskbar Tweaker's blog, so you may want to check that periodically to see what Ram has to say about it. I'll post here if I see something useful from him.
