No you can't. The blinking is controlled by the motherboard, not control by the OS.

You can try to put some tape to cover the LED or unplug the LED light from the power supply though.

To exit Input Panel When you click the Close button , Input Panel slides back to the edge of the screen. If you want to turn off Input Panel completely so that it is no longer running on your desktop, do the following:

2.Click Tools, and then click Exit.
