If I connect a Camera or Phone with my Windows 7 machine via USB, it shows up in explorer with a name e.g. Canon SD110 or Nexus 5. How can I open a command prompt and change directory to this device. For lettered drives, I can just type D: F: etc.

As I posted in this question on Android.SE, I was able to get my MTP mode working again. FYI I don't know how this affects the debugging interface since I haven't checked that out yet, but this should let you access it as a drive.
From that answer (slightly modified based on your images):
What worked for me (on Windows) was:
- Plug the Nexus 7 into your computer with the USB cable.
- Open Device Manager.
- Find "Android Device" near the top and expand the node. Double click on "Android Composite ADB Interface".
- In the properties window that pops up, uninstall the driver (I chose to delete the current driver as well, not sure if that matters).
- Unplug the tablet and plug it back in.
At this point mine got recognized as a Nexus 7 instead of an Android ADB device and allowed me to transfer files again.
Start / Run / regedit
Navigate to the following keys in turn:
HKEY_CLASSES_ROOT\Drive\shell\cmd HKEY_CLASSES_ROOT\Directory\shell\cmd HKEY_CLASSES_ROOT\Directory\Background\shell\cmdUnder each in the right pane you'll see a REG_SZ string value called Extended. Just rename this to something else (in case you want to easily undo the change) or delete it (just that value):
Now you can simply right-click a drive or directory and have the Command Prompt option show up without having to press Shift.

USB Mass Storage Force apps are available(require root). Or you could enable your IOT menus to get into usb settings.
