I have a single Windows 10 machine. It is not connected to a domain. Pretty stock. Daylight savings time changed this weekend, and my computer is not showing the correct time. I've rebooted it with no change in the issue. If I set "Adjust for daylight savings time automatically" then the time is wrong. If I turn this feature off, then the time is right. It seems like the opposite should be true. Can someone help me to get my OS to report the correct time throughout the year?

In general, "Adjust for daylight saving time automatically" should always be On. Turning it off is for a few legacy edge cases and a couple of places in the world that don't currently have an appropriate entry in the list of time zones.

Most likely, the system clock isn't set to the correct time. Perhaps there's a problem getting the correct time from the Internet, which is enabled or disabled from the first "Set time automatically" option.

I recommend:

Check that your Internet Time Server settings are correct. Try a different time server if necessary.
Turn on all options, being sure to turn on "Adjust for daylight saving time automatically" before turning on "Set time zone automatically".

When dual booting linux and windows, make sure the motherboard clock is set to "local", or at least that both agree on the format. In gentoo you set it in /etc/conf.d/clock, variable CLOCK="local".
On fedora I don't know where you do it.

Probably you should set UTC=false in /etc/sysconfig/clock.

Yep, I had success. Don't forget disabling the "internet update" for the time!

I used the way described in the ArchWiki using a QWORD on a 64bit Win10. The NTP is done on Arch and not on Windows, but the latter isnt getting booted so often anyway.

Using regedit, add a DWORD value with hexadecimal value 1 to the registry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation\RealTimeIsUniversal
Alternatively, create a *.reg file (on the desktop) with the following content and double-click it to import it into registry:
Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation]
 "RealTimeIsUniversal"=dword:00000001
If the above appears to have no affect, and a 64-bit variant of Windows is being used, using a QWORD value instead of a DWORD value may resolve the issue.
