What causes Windows 10 to hang at the Shutting Down Screen? My on/off button won’t turn the pc off.

Actually, there is many things you can check up :

• at the system boot, do you have any message comes up that your computer was shut down unexpectedly ?

• if yes, go the event logs and check up the error messages (red color, in the system logs), you should have a blue screen error with a 0x000000xx message, or another message like "lost power...", if so, post again your error here

• if not, then you should check about the windows update settings, i think normally it is set up by default at 3:00am, so disable the automatic install and just let the computer download it and ask you to reboot when needed, or schedule it yourself

• maybe it is due to another schedule task

It actually was in fact a corrupted page file. What worked for vista in the linked question works for windows 7 as well, apparently.

I'm not sure why windows was taking so long to shut down before the point where it stopped shutting down, or if that's even related.

For future reference:

To solve this problem I went to system settings > advanced tab > performance > virtual memory, then disabled paging. (I selected "no page file." Setting the size to 0mb apparently doesn't work). Then, I enabled paging again. After a reboot, everything was fine. Windows didn't get stuck anymore and was able to shut down.
