I want to enter the same data (e.g. "superuser") into multiple cells in OpenOffice.Org Calc (version 3.3.0). In order to do so, I select all the cells I want the data to be entered in. However, only the cell selected last (i.e. when releasing the LMB for group selection) gets the value entered subsequently.

You should use MAX($D$1:$D$4) instead, in your condition.
To highlight the whole row, you can select Formula is instead of Cell value is, and use the following formula: $D4=MAX($D$2:$D$4) (assuming you selected your block starting from A1 and ending in D4):

I am not sure exactly WHY that happens, but I agree the program seems to believe you are selecting multiple distinct things you hadn't before. kb2769340 details this a bit, but highlights on the fact that if you're trying to DESELECT something you already selected (via Ctrl+Click) you have to cancel the selection & start over. This details a programmable solution to un-select things if you REALLY want to be able to do that
