How can I open more than one instance of the Windows settings?
It wasn't a problem with the old style, but with the new one I can't seem to open multiple settings simultaneously and side by side.

What you want is not possible at this time. While being able to open multiple instances of a UWP application is possible, the application must be updated to support this feature, the Settings UWP application has not been updated to support this feature.
Microsoft would have to add SupportsMultipleInstances to the manifest of the Settings UWP application in order for multiple instances of the application to be launched.
Both templates add SupportsMultipleInstances to the
package.appxmanifest file. Note the namespace prefix desktop4 and
iot2: Only projects that target the desktop, or Internet of Things
(IoT) projects support multi-instancing:

Assuming you're not familiar with VBA, you'd need to:
Copy the code above
With a new Excel workbook opened, open Excel's VBA editor (Alt+F11)
Right-click on VBAProject (Book1) (or whatever it's called in the left menu)
Select Insert > Module
Paste in the code into the main window
Back in Excel, select another workbook to test the code on (it'll save the workbook before it closes it)
Go back to VBA editor, select the module you pasted in and press the play button
I have 3 versions of Excel installed on my machine, and when I run this in Excel 2010, it opens a new instance of Excel 2003.
If this suits your needs, you could package this into an add-in and have it available as a ribbon button. Let me know and I can help out if you're unfamiliar with doing so.
Edit: If this approach works for you, obviously there would be some additional code to add in that would ensure the new instance of Excel is maximized in another window. Let me know.
There is a fair amount of evidence that adding or removing additional languages in windows 10 can break search capabilities, specifically including control panel items not showing up in searches.
Since you are using multiple languages, this seems to line up well with your issues. The theory is that different components of Windows search end up with different language settings which (it gets less clear here) breaks things.
The fixes offered up are fairly consistent:
Remove all languages besides English.
Rebuild the search indexes.
To remove installed languages run the following command in an elevated command prompt and follow the prompts:
Lpksetup /u
Then rebuild the indexes:
From Indexing Options, Advanced Options, click Rebuild to begin
reindexing. Then restart Windows.
